cold feel blocked 2 cold rads freezing house

Hello to all
I am new to this forum and may be doing a repeat post. sorry if i am

I have an open vented system with 11 radiators on it over 4 stories with the boiler in the basement and the expansion tank in the top bedroom.

i have 2 freezing, 1 luke warm and 7 red hot radiators and 1 turned off.

I have drained my system down and back flushed it about 12 times now in the hope that i could clear a suspected blockage in the cold feed. The first time i did it i didn't tie up the ball thing in the expansion tank and which has made me think the cold feed is blocked because no water came out of it.
I was advised be an ex plumber to take all the rads off and flush them with a hose pipe which i did (was this a good thing to do)
All the rads were refitted and the system filled again and and the system turned on, which made the house electrics trip i called a plumber in to find out why and he checked the boiler and pump and told me to call a sparky as it was nothing to do with either.
The sparky poked around for a while and found a wire in the socket where the pump plugs in and disconnected it and the electrics work fine now.
The thing is since he disconnected the wire two of the rads are freezing even the pipes feeding the radiators aren't getting hot.
could there be some sort of valve thing under the floorboard that needs electric to feed the 2 rads.
I cant introduce and cleaner or inhibitor due to the expansion tank not emptying or topping the system up
also i have read about people saying to cut the "T" piece out and replace it, is this the one that is next to the expansion tank?

Any help and advice would be very much appreciated.
Also if needed i can take pictures of the "T" piece next to the tank
 
You have to cut and replace the T where the feed meets the heating pipes.

You might have some type of motor valve but only you can follow the pipework and see!
