Cold Radiator, Cold pipes.

Hi there.
I have all but one of my rads heating up.
the kids bedroom rad was switched off for months. Turned it on today and nothing.
I have bled it, I have made sure that lock shield is open, I have taken off TRV and the pin on the valve depresses when I push it, I have turned off all other rads and it stays cold.
I am stumped!
I was thinking that maybe where it has been shut all of this time that something inside isn't releasing as it should? Is that a thing? What else could it be?
I am not great with plumbing but always thought I could do the basic stuff like this.
Apparently not!!
Any advice would be really appreciated.

Perhaps a move to plumbing & heating forum might help - I'll ask the mods
 
There could be a blockage somewhere. Turn off all the other rads, and see if this one heats up, if it does, then open all the other rads back up, and see if it stays hot. If it doesn't then lockshield valves need closing slightly on all the other rads, and possibly open this rad up slightly.

If the rad in kids bedroom was working fine ,and all you did was turn it off at the TRV ,and now it won't heat , I would suspect the TRV is remaining closed
