Cold Radiator in loft conversion

The cold radiator in the loft neither has air when I bleed it or any water emerging from the bleed valve. Both inlet and lockshield side pipes are stone cold. If I turn rads off elsewhere in house(ie control valves not lockshields) it makes no difference. As I have only recently bought house I dont know how long the problem has existed. The rad is at about the same level as the header tank although I assume the pump should be OK to serve the high rad.
The rad is new and has a temperature control valve.
Any ideas please.

The feed+expansion tank needs to be higher than the rad,if the pump could push the water to the rad it would also push the water into the f+e tank through the expansion pipe.sorry but there is no alternative way.
