Cold radiator

I've got a small rad in the bathroom of my flat that only heats up when the hot water is on. It doesn't get warm at all when just the heating is on (18,000 BTU balanced flue boiler)
I've tried balancing the rads and bleeding them, any ideas. It been like this since I moved in so it's not a new problem.

It's fairly common for a bathroom rad, or indeed a towel rail, to be plumbed into the DHW circuit instead of the CH circuit.

It sounds as though yours is one of the commonplace ones :)

It's just doing what it's been piped to do. If you have a fully pumped system (highly probable in a flat - 1bedroom?) you could have it repiped to come on with heating or hot water, or both. Access to the (under floor?) pipework is required.
 
Thanks guys, you've just confirmed what I supected. As far as I'm concerned I've always thought that if I'm going to have a bath then the hot waters on anyway, voila..warm bathroom.

I might consider the joint piping to the HW and CH supplies though, personally I'm quite happy the way it is but, but it might stop me from getting nagged.

I did that with mine, teed off the supply between the pump and the three-way valve. Put in stop valves so i could plumb away in peace with the rest of the syst operating. Turned down the lockshield and put a thermovalve on the bathroom rad to prevent it stealing from the rest of the system. Suits me fine.
