Cold tall radiator in the bathroom

I'm having problems with a single tall radiator in the bathroom. Whatever I try I can't get it to heat up more than half way.

I've tried bleeding it but it's simply not that as half the rad is empty of water.

I had the rad off the wall a year ago, it seemed ok for a while but now I can't get any joy.

Any suggestions please.

If it's only half full, it is just that. It need's bleeding. Do you have a sealed system?
