Cold tap siezed on

Hi folks,

The cold tap on my bathroom basin is siezed on. I've removed the handle but the mechanism and the headgear nut both refuse to turn.

I've temporarily stopped the tap leaking by keeping the storage cysterm empty but that isn't really a permanent solution :cry:

Any suggestions?

15mm isolation valve. Cut 15mm pipe to cold supply,insert iso valve & turn to `off`position. Re-instate Cold water supply to rest of house until the tap is fixed..
