Cold water tank overflow

My cold water tank overflows. It appears that the hot water tank feed is filling up the cold tank. The cylinder coil doesn't appear to be split as the header tank is not releasing water into the system. I assume that mains cold water is getting into the hot water circulation forcing it back into the cold water feed tank. Does anyone have any idea of the cause?

Any iadea how to test which tap or shower valve is failing?

Do you have access to the pipework to mixer taps and shower mixers ?

If so do the supply pipes have isolation valves fitted ?

If they do, turn off each cold water isolator in turn until the overflowing stops.
