Saying that, I would assume the cable with the Blue Neutral is from the boiler?

The thermostats have battery powered programmers in. Other than that there is nothing else ?

I was assuming that the very light grey wire was the one from the boiler but if it is - and the blue you mention - then there is no obvious supply anywhere in the pictures.
 
Yes pal, bizarrely a switch next to the boiler.. but the fuse spur for it in the room behind.
 
There must, then, be more connections somewhere else.

I think it is getting a bit too difficult to work out from here which is what.

Correct, took the wires out and the heating never kicked in when I put the heating on from the to stats!! Just a few closer pics of the wiring and fuse spur.

They both need connecting to L, N & E and then

replace one 'TO STAT' with COM(1) and one 'FROM STAT' with HEATING ON(3).

All wires up pal.. and all the lights come on each receiver for the central heating when requested... but.. when either zones click on, up and downstairs heating comes on? Even though only one receiver lights up
