Combi boiler and water pressure

I have a combi SD ThemaF23e, pressure from the main on the 5th floor is about 1.2 bar and is fine for cold water. However hot water pressure is too low to run a shower.
I thought that with a combi, cold and hot pressure would be the same.
Somebody can help with this naive question ?

could be that the shower valve / head is reducing flow significantly; I have had this problem...

new shower?
electric, mixer, pressure balance or thermostatic?

shower head can make a difference, make sure its clean and has no flow restrictions, some have instructions saying minimum 2 bar
