Combi Boiler - hot water not very hot

My Ocean Combi boiler doesn't heat the water as hot as it did when installed 4 years ago. Is this due to scale in the heat exchanger and is replacement the only option? Thanks.

Can't remember much about Ocean Spa but it may also be the H/W thermistor playing up (indicated by a low flame), diverter valve passing (see if rads get hot when you turn the water on), modureg needs adjusting (flame low again). Or, as you mentioned, scale.
