COMBI CENTRAL HEATING PROBLEM

I LIVE IN A ONE BEDROOM FLAT AND HAVE A POTTERTON 24 PERFORMA COMBINATION BOILER. I NOTICED LATELY THAT WHEN I SWITCH ON THE CENTRAL HEATING ONE OF THE RADIATORS IN MY LIVING ROOM IS STILL COLD.

I DONT KNOW WHETHER IT IS TURNED OFF OR NOT BUT IT HAS A VALVE AT THE BOTTOW LEFT CORNER WHICH SAYS "- 10 BAR +". I DIDNT TRY TO TURN IT ANTI CLOCKWISE TOWARDS THE + SIGN.

PLEASE HELP.
