Concrete Gravel Boards

I am replacing 5 fence panels, concrete posts are already insitu. But, because my neighbours garden is about 1' higher than my drive I need these gravel boards to act as a retaining wall.
How do I fit/lay them?

if you are very strong and have one or more very strong friends, you can lift the gravel boards and slide then down the slots in the post

use rope and padding as precaution against the board being dropped.

12" concrete boards are extremely heavy, so try two 6" boards.
