Concrete on insulation or insulation on concrete

Hi,
I'm about to start prepping for my floor in the new extension.
BC have mentioned if I put the insulation on the concrete there is no need for insulation around the side and this is his preferred way of construction....

Are there pro's and con's to doing it this way as the "standard" make up appears to be concrete on top of insulation?

I will be having a 65mm ish layer of screed on the top.
