Concrete pit

Hey everyone, looking for some advice. I need to build a pole shed and right where I am building there is a open pit 10ft x 10ft x 12ft deep. My dilemma is it has a solid concrete floor, there is some gravel in it currently which basically is like mud from being wet, is it okay to compact it the way it sits with sand or spend more time and money trying to pop holes in the concrete floor?
