It's the top, which will blow about in the wind, so I would suggest not.

Surely it depends on how near the top the OP can get.

A single wedge 6" away from the bottom will be a problem. But one there, another two boards up and another a further two boards will limit the leverage and may be sufficient..

I'm really not clear on how any such wedges, would work at all, against the strength of the wind.
 
Wedges are extending the side of the panel so that it reaches into the recess in the fence post.

Your wedge idea, would need to have the wedges firmly attached to the fence itself, to have any value - fences are inherently flimsy, so I am not clear on how you could reliably achieve that?
