Condensation Woe's

Hi, my Victorian conversion flat has very bad condensation, especially in the back 2 bedrooms. When I stripped the wall paper I found mould on bottom of walls and underneath the sash windows. Am starting to think about painting but want to know if there's anything I can paint onto the wall - fungicide etc. I know about bleach. A friend told me about Aqua Cell but I can't find anything about it on the internet.

What can I a) put on walls before painting to reduce mould and b) do to long term reduce condensation.
