Boilers in loft ok. Loft must have a permanent loft ladder fixed, permanent lighting, be boarded out between loft hatch and boiler and loft hatch should have guard rail fitted around it in loft. If you do all of these then it complies with building regs, just consider where condensate drain will go. If hot taps a long way off fit a boiler with hot water pre-heat?
