conservatory has been built over the over fl pipe from toile

Hi i was asked yesterday if i can adjust the overflow pipe from the toilet on a friends house as she has had a conservatory built and now pipe pops out into this.
I wasn't sure off the answer i would of thought who ever built conservatory should off sorted this.
how do i fix it? Do i just put hole a bit higher, or can i enter soil pipe in toilet and go straight into this,
Or can i alter float valve
