Converting part of garage into utility , advice pls

Hi, I am going to convert part of our external garage into an insulated utility area. I have a couple of questions,

Floor, wrap bases of joists in DPC, level and bolt down to concrete floor.
Fill void between joists with insulation, leave end facing into garage open for ventilation.

The suspended ceiling will form a storage area for the garage, so was wondering what size of joists and what distance I should centre them at so that they can take a reasonable load. Assume 6x2 joists sufficient?

The walls are a little damp so the wall studs will be attached to floor joists and ceiling, then vapour barrier I would guess before plasterboard. Is that correct.
