Correct position for Vapour Control Layer in a Warm Flat Roof?

New Flat Roof, warm roof construction - joists, ply, Celotex, ply.

Can anyone please help me confirm where exactly the vapour control layer is meant to be?

I checked the roof and could not see any type of membrane/layer - I can clearly see the Celotex between the ply from above and below.

Builder says it will go in later - under the joists - but I cannot see any diagram on the internet illustrating this method.

Googling only ever shows one method - VCL over bottom deck of ply under the Celotex. I can imagine VCL under the joists being problematic with electrics going through it.
