If the house is only 4 years old, then whoever put it in should have notified it and there should be a record of that somewhere.
If the sparky is still around, a random chance call to him to come and investigate might just help!

When you bought the house, did your solicitor ask the sellers if they had done any controlled work for which Building Regulations approval was needed, and if so where was the completion certificate?

If that hot tub was installed after Jan 1st 2005, and they said "no" to your solicitor then they have committed fraud.
