Could the hedge reduction have been done better and cutting the sides hard?

Has this hedge been lowered correctly. I noticed the branches in the middle are higher than outside greenery of bush. Is that a problem?

Has the hedge been cut back too hard or is this ever acceptable when a hedge is hanging over a pavement? (Not my job.)

the first few are probably OK, I think they will recover. Some plants do, some plants even thrive on a harsh cut back, get some better pictures of the leaves so as we can identify them.

the leylandii on the last two is a disaster, that will never get better, it will still grow upwards, but it won't re-green low down

Nope. Local laws can insist on the hedge being cut back. People on our estate had visits she letters through their letter boxes last spring
 
I cut my leylandi back [at a previous property]harsher than that, and it all grew back, but took about 5 of years.

Yes me too. It will fill itself in again but you will be near back to the same position of it overhanging the pavement
 
Flame thrower would be the best option with those....
