Covering a step advice please.

Hi everyone
Currently installing new floorboards in the garden outbuilding. This is a photo of a step after coming in that needs to be covered in some way. Previous builders had put laminate flooring in this area and water seepage occured via the underlay and then rotted floorboards over time.
I am going to cement over the step to fill ctacks and level it and smoothen area but ten what shoiuld i do after on top?
vinyl laminate stick on tile panels?
A large Pvc board and trims?

I attach an image. You will see that i have put some DPM around the edge of the first floorboard.

Not clear if you have addressed the source of the damp, a strip of dpc doesn’t achieve this. Buy a sapele or similar hardwood door threshold from one of the online suppliers snd cut to fit
 
The previous laminate underlay was abutted right next to the step as well as the plywood being in contact. Below the stone slab was a very thin line of soil from the outside that was moist. I think that was the source. That has been removed now and cemented over.
 
Should be OK if the membrane is under the cement and lapped up to prevent it coming in from the side, the cement alone will just delay the damp coming back through.

so this is what I am going to fo
cement over so smooth, then a hardwood cill on the cemented step, where should i get it from, how do i fix it into place and what do i put to seal the edges around it?
Can i cover it with vinyl self adhesiove strips, or is that ridiculous?
 
Anywhere online or a local supplier - up to you. Fixed with screws + plugs into the concrete cill underneath. Plug the holes. A bit of silicone sealant where the cill meets the door, or perhaps fix a bit of scotia trim to match the cill or similar. Return the skirtings into the jamb and have the cill run underneath the skirtings. Why would you cover it with vinyl?
 
i thought to cover the wood, i dunno as protection, or should I just treat it a few times, and then brave it
 
Was just thinking, should i pour self level compound on this step or should i just cement and sand mixture it to level it out?
