I have had some plaster that has progressively cracked and come apart over the last few years. It seems to have got particularly bad over the summer. My first thought is that this is damp. The previous owners put damp proof coursing in (about 6 years ago) around this area and elsewhere (which appears to be fine).
We did have water seeping in from the neighbours upstairs over the summer around this wall, so this may have contributed / be the the cause. The actual plaster feels dry just now.

Therefore my questions are:
- Is this damp and if so do we need to redo the coursing?
- If not, what is it and what is the solution?
To complicate matters, we are planning to sell the flat in the next 6 months and so would prefer not to have overly involved and expensive work done if we can avoid it.
