Cracking plaster bathroom wall

I removed the wallpaper in my bathroom to reveal cracked plaster. The cracks run through the paint into the plaster.

This may be due to water penetrating the exterior wall - the freeholder is looking at this.

What do I need to do/pay someone to do, to prepare the wall for tiling?
