Creda Cooker Problem

I have Creda Aspire Solarplus electric cooker. Two of the four rings on the ceramic hob, are either full on or off, I can not put it on simmer it stays on full. It sounds like thermostat trouble to me.
Has anyone had this problem before, and is it an expensive job.
