I had a new CU fitted by a 'Lecky' that did his own work on a weekend three weeks ago( working for a local lecky during the week), he said that he would provide a certificiate and come back and test the job, I have not seen him since he went off with £250 in his pocket , do I have a problem because if I have he does have a bigger one.

As a PJ on the weekend, I wouldn't expect a cert.

It isn't law to provide one.

You decided to go the 'cheap' route - for £250 you could have had many a regular 'day time' spark to your door.

Shouldn't he have tested the installation before he left it, so he could have left a certificate?

Turbine , thanks for that answer but what is the difference between a working day on the books job and a Saturday morning job, both should carry the same regs are am I just thick?

Umm....

A PJ should still be done to the regs, yes, of course. BUT, many sparks who fit to the regs still do not test the install once completed. Sad, but, true.

The regulations state the work must be tested, and cert completed, but it isnt law.

Do you require a cert for insurance or house sale etc??

Lectrictian, yes I do for insurance purpose anyway what is the problem is it such a big deal to issue one I would thought that you lot would not want to be sued for crap work.

It should be no big deal. In fact the spark should have inspected and tested your installation, circuit by circuit, before connecting up to the new CU. Some sparks find the paperwork a tedious insignificance, but many don't actually know quite how to go about it because it is not necessarily a part of their day job.

As has been said, testing and certification is a requirement of BS 7671. In the event of litigation, although not law, this standard is what will be referred to in determining the competence of the electrician. I'd say it's in his interests as much as yours to complete the job.

Many insurance comps want NICEIC certs as we know.......as a side line PJ job, he wouldnt be able to issue such a cert.
