Crumbling plaster around copper pipe

Hi,

Just wondering if this crumbling around plaster is likely to be because of a leak in the pipework or something else?
No other problems with plastering or any damp in house. Hole round right hand pipe feels wet inside when touching crumbling plaster.

I think the water stain down the skirting is a better pointer that water has run down that over time, is it a cold pipe, could be condensation rather than a leak.

Is the pipe in question a cold water inlet feed pipe?

It would appear that there is some condensation on the outer surfaces of the Copper pipe???

If so then that is one causation of the plaster break down.

Another possible cause is that "thermal movement" of a Copper pipe could over some time cause the Plaster to break away.

As cuould the heat if it's a hot pipe. But the stains on the skirting are the best indicators. Is there any pressure drop in the system - assuming it's preusirised of course.
