cutting dpm

I just noticed the Timberframe company didn't pull the DPM tight up when fixing the soleplate to my blockwork.

As such there its very loose and bulging out which prevents me from getting my insulation hard against the wall. There is around 10-20mm gap.

If I cut it level with the top of the concrete and then maybe blackjack the wall will that work or should I not even think about cutting it. I could maybe cut it then just retape it tight and screed over the tape?
 
Don't cut it. Do your best with the insulation then foam the gap.
You'll have an up stand too so don't worry to much.
