Cylinder 3&4 misfire at low revs skoda 1997 1.4L

Make model and year in title. (Oops forgot to say Skoda fabia)
At high revs, the engine works fine. At low revs, sounds like a tractor and pootles out unless accelerator pressed. Obdii says cylinder 3&4 misfire. Is it water in the fuel, clapped spark plugs or fuel injectors?

I’d start with plugs and leads/coil pack first. Adjoining cylinders could be low compression - possibly head gasket? Can you check the compressions?
 
No way to check compressions. No smoke in exhaust or mayo in oil or coolant so i don't think it's head gasket (at least i hope not). I'll check the plugs.

You can get a compression tester for around £15.....it’ll give you a reasonable insight into the engines health.
All four cylinders should be within 10% of each other.
