cylinder thermostat

How do you test if a cylinder thermostat is working or not?
 
The reason I want to know the above is because I only get hot water when the heating is on thats why I think it maybe the therm in the cylinder any help would be appreciated.
 
More likely to be the motor valve is faulty or it may have been wrongly wired.

Motor valve is that the cincron or what ever its called
 
how can I test that?

Hi looked at system in a bit more detail, found what I think is a pump, its red hot, it has "controller 's' " written on it, when it is hot water only it does not supply to the cylinder but when the heating is on it does ( the return pipe gets warm) so I guess there might be a problem with this.

it has three pipes from it and what I thought was a syhncron valve and what looks like a solenoid.

written on the side:
