Damaged cellar floor

Hi,

We have a 1930s bungalow with a fairly sizeable cellar towards the front. I’m currently refurbishing the shower room and have the flooring up to repair some of the joists. I’ve noticed that when it rains heavily water comes up through the floor. It appears to have been covered with something like bitumen, which is now damaged in places and letting moisture through. What would be the best product to cover over this?

Walk round the outside of your house. Look at the downpipes, drains and gullies. Try to identify which one is broken and needs to be dug out and repaired.
