Damaged Paint on Coving

What's the best thing I can do here. I've got some ceiling coving which appears to have been water damaged or something similar at some point and the paint is flicking off. What ever caused the damage doesn't seem to be a problem any more. The damage is only in this one section.

How should I go about fixing it to get a good finish?

Give it a good scraping to get the loose flaky bits off and give it a coat of oil based undercoat. Use a I fine filler to go over that before sanding and
re- emulsioning.
