Damp around arial entry point

Hi all,

First time poster and DIYer sorting out my first property and could do with some advice on some damp plaster I've uncovered around an arial entry point.

Can anyone tell from the picture if the dampness is caused from water running down the wire from outside? The wallpaper to the bottom right of the wire peeled away easily whilst in the rest of the room I can only rip off the top layer.

Any help appreciated!

 
Best check outside, I think......ideally any cable should have a drip loop formed before entering the wall, and the hole plugged with silicone sealer.
Personally I'd doubt if that damp was coming from the cable, but it's the obvious first thing to rule out.
I'd be closely looking at the window frame condition for this one.
