Damp bathroom wall and painting

Hi all

Have recently moved in to a flat which had mould on the bathroom wall, couldn't scrub off as it was coming from behind the wallpaper so had it stripped bare for 1 week before a decorator sprayed seal block on to the areas and wallpapered..

The walls were re-wallpapered on Monday morning and I put a coat of gloss on to the skirting boards on the Monday night. Up until now the bottom corners of the wallpaper and still soaking ( this is a main outside facing wall with window ). All the paint on the skirting of that wall has became watery and has completely come off.

The previous tenant was told by a inspector from the local council this is condensation problem. Since I have moved in the bathroom window has been open during and after showers with the extractor fan on.

I do have a inspector coming out tomorrow but I am a bit worried ill be fobbed off with its condensation and there is no way i can paint that wall - that i know how!

Does anyone have any advice of what this could be or how I could paint it?

Are you on the ground floor if so check to make sure that you have not a water leak. Switch off all water then check WATER METER the dampness from the leak is causing it to condensate on the cold surfaces, or are the rooms NORTH facing causing the same problems with condensation lots of ventilation required.
 
no not ground floor but 4th floor... The rooms are both north facing but ofcourse with the weather we are all having keeping windows open for long periods of time isn't practical. I do ventilate each morning for a few hours with the windows open and also the vents on the windows are open at all times...
