damp from windows?

Hello all.

Moved into our house about a year ago and slowly decorating rooms one by one, we are currently prepping the spare bedroom but have found a problem by one of the windows (see picture). We had my partners dad around who said it will need brand new windows but I'm not sure.

Any ideas would be great. Thanks

Can you post a pic of the outside of the frame and a wider view of the entire wall. From the extent of the dampness it looks like the seal between the frame and wall has failed. Perhaps there is something outside which is adding to the problem. Overflowing gutter/downpipe or other source of water?
