Damp in bay window

A well meaning handy man added a bit of plastic to our bay windowsabout 18 months ago. Over Christms this year with the snow we experienced damp in the front room. I'm trying to find a local window firm to help, without having to replace the whole bay. I wanted to ask though please, can the bottom bit of the window (not the stone) which has been added to our window be replaced without a whole new window? As the handyman appears to have created a situation where the water doesn't roll away but is left next to the window and then seeps through...

Any thoughts please? Thank you

Just remove those bits of trim
Why where they added in the first place, is it to cover up a joint or was there a problem?
 
Definetly remove those 25mm bits of trim. I'm not sure why they wwere put there! Of all the places that's just weird . I am intrigued to see what they cover, as it looks like they are on the cill
