Damp patch appeared on newly plastered wall

House is approx. 250 years old. Solid brick with render outside. When purchased 12 mths ago - survey advised DPC and plaster replaced. All done by specialist firm. walls injected, concrete internal render with sika additive and then plastered. decorated spring this year. picture hung on said wall Sept and just noticed discolouration on print. removed picture to reveal 12" circular mould and damp patch!! any ideas where to start?
 
Nothing to do with DPC it's CONDENSATION on a cold wall.
