damp plaster behind shower tiles.

Having taken the tiles out of the shower in order to retile, we found this. How on earth do I attempt to fix this? My assumption is that all the damp is the result of there being no seal between the bottom of the tiles and the shower tray previously, so hopefully reapplying sealant after tiling would stop future damp problems, is this a reasonable assumption? Secondly, neither of us have ever plastered before; what's the right product to use, and how do we go about it? Finally, what's the plastic segment, and do we leave it there or not?
