damp proofing floor

I have pulled floor tiles up from the living room of a 1960s house and below them is a black bitumen material that appears to have been used to stick them down. They are quite wet underneath however, although where they have been lifted of, the floor doesnt appear to get wet again once it has dried out...i know the floor in another part of the house never had a dpm below it so i suspect this is the case here..i want to lay a laminate floor over it and wondered if there is anything I can paint on or use to tank it as you would a shower?..i want to avoid raising the floor height to much though..any suggestions much appreciated :D
