damp round window frames

Hi all,

I have just had a new extension built, but before finishing the builder did a runner! We have got a shell with windows in and rendered on the outside, however the cavity closures have yet to be put in. When it rains the inside face of the outside block wall round the frames gets wet, . The construction is 100mm block+ 50mm insulation + 50mm cavity + 100mm block & render. No water or damp is apparent on the inside concrete wall. Is this OK, I know the idea of the cavity is to stop water/damp penetration from the outside to the inner walls, Am I seeing this in action?, or if it's not OK what's the best method of sealing the frames into the blockwork (at present it's just the render).
