Damp stone floor

I just removed a black tar like layer from my kitchen floor as it was above the lounge floor level and I want to laminate straight through.
It came easily up in sheets an inch thick.
It revealed the original stone flags which sadly are in a state with quite a bit of damp and nowhere level.
My question is can I use something like levelling compound straight on top of the stone to level and damp proof, or will I have to lift the flags and start again with a membrane and concrete.
