damp under floor on ground floor

I have pulled some old laminate up and the floor is damp. 5 years ago the floorboards fell through with damp and this was rectified with floorboards which are damp proof underneath. under the floor was also sealed with some white waterproofer. Any ideas is this rising damp? any solutions? can I use expandafoam or will this make things worse?
