Damp concrete floor area

Our dining room floor is mostly wooden floorboards but there is a small area which has a concrete base. We previously had damp issues on the wooden floorboards due to the neighbour's drive being built above our damp-proof course and blocking the air bricks (this part has been rectified in Jan 2020). The concrete floor base is still very damp though (see photo). It is wet to touch and damp is seeking onto the wooden floor boards around it. The concrete floor is approximately where we think there used to be a fireplace/hearth which was taken out well before we moved in (Feb 2019). Walls are cavity walls (not been insulated as far as I know).

Currently we have carpet but we are planning to have luxury vinyl tiles (LVT) installed soon but worried this will cause issues in future. Any ideas for how to sort the damp on the concrete floor?

Cut the carpet around it for now which will help it to dry out.
Then when the Floorlayer comes to do the LVT he can use a liquid dpm on that part then Plywood the whole floor.

In fact think you be better taking the whole carpet up to make sure no moisture still in the floorboards.
A moisture test will be needed on the floorboards before plywood goes down.
