Quite common, I've seen quite a few do that, my own included. Usually it means it's broken.
A temporary issue can sometimes be caused caused by a really short power 'blip' of a second or less that you may not even have noticed, or affected other equipment. If you turn the mains power to the programmer off at the fused spur and wait a few seconds before switching it back on it may clear it. If not time to replace it I'm afraid.
