The plasterer call with me today to discuss what needs to be done to the wall, i only intended to dash the wall that will be seen in my garden but he claims that i will need to put some sort of sand and cement finish on the other side of the wall to stop the frost in the winter from blowing the dash off the wall, is this the case or is he looking more money to do unnecessary work?

You should render both sides to protect the blockwork.
I'd agree with our Alastair. I don't think it's a case of making more work either, for all the extra involved. Looks much nicer/neater too with both sides done!!
