Dead air space behind over fascia vent

What would cause a dead air space behind an over fascia vent? Eaves support tray + roll ventilator trays nailed to rafters in place as well but most of the air hangs out down at the bottom of the eaves just behind the over fascias. Have some circular soffits dotted around as well from a previous installation (before over fascias) and no issues getting airflow up. Ceiling is higher than fascia.
