Dealing with flaking wall emulsion.

Despite doing what i thought was a suitable mist coat on new and dry skim many years ago, the wall emulsion top coat has not stuck. Even a bit of blutak will fetch a piece off - mist coat and all. :rolleyes:

It will strip with a scraper but is a bit laborious.

I've still got two large walls to do, so wondered if something like Zinsser Gardz or Peel Stop would be an alternative?

I can't understand how such a product would be able to penetrate the paint and make it stick. The existing paint is otherwise sound and not loose or hollow. I just don't want to chance going over the top of it with more emulsion.
