decking stain problem

I have just moved house and have a deck that needs stainingg. I have some decking oil but tried painting on a small corner and it looks very patchy. Do i just need a decking cleaner first or will i need to sand the decking as well to remove some of the old stain that is still left? any advice is much appreiciated
