I noticed that my front fence has a decline? I'd like to to try and remedy this but what would have caused this?

Have you noticed this recently? Was it like this when you moved in but perhaps you didn't notice.
From the road side of the fence do the concrete gravel boards look level or follow a slope of the pavement?
If it's none of the above, and happened recently, there may be some form of subsidence outside your property.
